Much had been discussed about a failed state. Without getting into an intellectual discourse of the subject in theory & practice, I just like to look at the simple dictionary definition:

1. Oxford dictionary defines it as a country whose government is considered to have failed at some of its basic responsibilities, for example keeping the legal system working correctly, and providing public services; electricity, water, education, hospitals, etc.
2. A definition by another dictionary: A nation in which the government has lost political authority and control and is unable to fulfil the basic responsibilities of a sovereign state. 

Thus it is important to be cautious about using such terminology.
